Solar proposal in NY is a cautionary tale

NYSERDA and the utility National Grid have jointly submitted a proposal, Expanded Solar for All, that may hamstring the community solar industry in the state. It’s meant to expand solar access to low-income residents. But since it grants National Grid complete authority over a large percentage of the current market (600 MW of community solar) it gives a significant amount of market power to one international conglomerate – in effect creating a centralized market in NY. Apparently it would undo several decades of work to deregulate and reduce the power of utilities, stifle free market competition and slow community solar development and innovation.
