Gina McCarthy, the White House climate adviser, states that a clean electricity standard (CES) and renewable tax credits are needed in the infrastructure bill. Currently, the bipartisan bill being hashed out by Biden and Congress does not have a CES. McCarthy is arguing that the measure would attract private investment that would push for grid modernization, lower power bills and increase union jobs.
