Manchin is pushing for the Senate to move forward his energy permitting reform amendment to the National Defense Authorization Act. It’s provision around transmission siting means that the process would be sped up but would allow a one-year backstop for states to consider projects before FERC to issue a construction permit if it finds the project in the national interest.
