In a preliminary decision, the Dept. of Commerce has decided to apply antidumping/countervailing duties tariffs to certain Chinese solar cell and panel producers in Cambodia, Malaysia, Thailand and Vietnam that seem to be avoiding paying duties on Chinese-made solar goods.
