Biden is planning a new federal program to create an online platform to connect low-income households with community solar projects to help them save money on their electric bills. The DOE is test driving it in Colorado, Illinois, New Jersey, New Mexico, New York and Washington, D.C. – all areas that have carve-outs for low-income subscribers.
