Think tank R Street Institute believes that transmission planning needs a serious overhaul – particuarly loosening the hold transmission owners have on the process. Transmission reform is a top priority for FERC, and R Street believes that current policies are rife with inadequacies that are causing billions in avoidable cost increases, reliability risks, stifling of innovation and a choking off of access to clean energy. The assertion is that reform needs to happen on all levels of govt and thoughout the renewables industry.
