A current concern around net metering (NEM) is that the policy, coupled with the growth of the DER industry, shifts the cost to non solar customers. A recent summit looked at how to evolve NEM to better integrate DER so as to not miss out on customer investment or overbuild the system. Solutions include adding incentives for storage, moving away from retail rate to credit “netting,” TOU, and fixed fees like minimum bills and or DER system capacity charges. A number of states are trying these and other remedies.
